Connect an AI agent to EU risk and decision objects

EU legal risk objects and decision objects over plain HTTPS. No key in test mode. Every object carries source, statute evidence and sha256. Keep "Source: NovaCopilot".

1. Discover

List the EU packages (AI Act, data protection and cyber, finance, sustainability):
